  BEFORE URGING SENATORS TO VOTE IN FAVOR OF A MEASURE THAT WOULD KEEP THE FEDERAL GOVERNMENT IN THE HELIUM-SELLING BUSINESS, PENNSYLVANIA SENATOR PAT TOOMEY SCOLDED THEM FOR DOING ALMOST NOTHING OVER THE PAST TWO WEEKS.  "WE'VE GOT IMPORTANT LEGISLATIVE ISSUES TO DEAL WITH.  I HAPPEN TO THINK THIS IS ONE OF THEM AND THERE ARE MANY OTHERS BUT THIS IS JUST NOT ACCEPTABLE THAT WE GO ON AND ON WITHOUT  ADDRESSING THE CHALLENGES WE NEED TO ADDRESS FOR THE SAKE OF THE PEOPLE WE REPRESENT," TOOMEY SAID ON THE SENATE FLOOR.  TOOMEY TOLD SENATORS "I REALLY WISH WE'D DO SOME BUSINESS HERE IN THE SENATE."  SENATORS THEN 'DID' VOTE 97-2 IN FAVOR OF THE BILL, WHICH AIR PRODUCTS LOBBIED FOR.  BOTH TOOMEY AND SENATOR BOB CASEY SAY HELIUM IS A KEY COMPONENT OF AMERICA'S HEALTH CARE AND SCIENTIFIC NEEDS.

  A NEW BILLY'S DOWNTOWN DINER WAS SUPPOSED TO OPEN AT THE FORMER SANGRIA IN THE BUTZ CORPORATE CENTER IN ALLENTOWN A WEEK FROM TODAY.  HOWEVER, UPGRADES TO THE KITCHEN HAVE TAKEN LONGER THAN EXPECTED AND THE GRAND OPENING OF BILLY KOUNOUPIS' NEXT DINER IS BEING DELAYED.  HE HOPES TO OPEN UP NEXT MONTH, BUT PROMISES IT'LL BE OPEN BY THE END OF THIS YEAR. 

  GOV. TOM CORBETT IS TURNING TO HIS ACTING SECRETARIES AT TWO STATE AGENCIES TO RUN THEM ON A PERMANENT BASIS.  CORBETT ON FRIDAY SENT THE SENATE THE NOMINATIONS OF ELLEN FERRETTI AS CONSERVATION AND NATURAL RESOURCES SECRETARY AND CHRISTOPHER ABRUZZO TO HEAD THE DEPARTMENT OF ENVIRONMENTAL PROTECTION.  FERRETTI'S BEEN ACTING SECRETARY SINCE JUNE, WHILE ABRUZZO HAS BEEN ACTING SECRETARY SINCE APRIL.  THE 56-YEAR-OLD FERRETTI LIVES IN DALLAS, WHILE THE 46-YEAR-OLD ABRUZZO, A FORMER DEPUTY CHIEF OF STAFF UNDER CORBETT, IS A RESIDENT OF HERSHEY.

  AFTER WINS IN THEIR FIRST TWO GAMES, PENN STATE FELL SHORT LAST SATURDAY EVENING AGAINST CENTRAL FLORIDA.  HEAD COACH BILL O'BRIEN SAYS HIS TEAM HAS THE PERFECT CHARACTER TO DEAL WITH A DISAPPOINTING LOSS.  "THEY ARE RESILIENT.  THEY COME INTO THE OFFICE ON THEIR OWN ON SUNDAY, WHICH IS THEIR DAY OFF TO WATCH FILM ON THEIR OWN.  THEY'RE GETTING TREATMENT AND THEY'RE READY TO GO ON MONDAY," O'BRIEN SAYS.  TODAY, THE NITTANY LIONS HOST KENT STATE AT 3:30 ON WAEB.  PENN STATE HAS WON ALL THREE PREVIOUS MEETINGS WITH THE GOLDEN FLASHES.
